About the Role

We are seeking a pure-play Oracle PPM Functional Consultant with strong construction/EPC industry domain knowledge to lead solutioning and delivery of Oracle Fusion Cloud PPM engagements. This is a functional (non-technical) role — the ideal candidate is someone who can sit directly with business stakeholders (project controllers, cost engineers, project managers, finance), translate their construction project lifecycle needs into Oracle solutions, and drive design decisions independently with minimal technical/developer hand-holding.

Key Responsibilities

  • Business Requirement Gathering & Solutioning
    • Lead workshops with construction industry stakeholders (project controls, project accounting, procurement, PMO) to elicit business requirements
    • Translate business processes specific to construction — job costing, WIP, retention billing, subcontractor cost tracking, change orders, capital project accounting — into Oracle PPM functional designs
    • Independently drive fit-gap analysis, identifying where standard Oracle functionality meets requirements vs. where workarounds/extensions are needed
    • Own solution architecture at the functional level: propose to-be process flows, configuration approach, and integration touchpoints
    • Present solution options to client stakeholders/steering committees with clear trade-offs (standard functionality vs. customization, effort vs. value)
    • Author Business Requirement Documents (BRDs), Functional Design Documents (FDDs), and Solution Design Documents (SDDs)
  • Oracle PPM Functional Configuration
    • Configure Project Foundation: project types, classifications, templates, resource breakdown structures, calendars
    • Configure Project Costing tailored to construction: cost collection from subcontractors/vendors, transaction types, burdening/overhead application, cross-charge for shared equipment/labor pools
    • Configure Project Billing: progress billing, milestone billing, retention billing/retainage, T&M and unit-price contract billing common in construction
    • Configure Project Management module: WBS setup, task/schedule integration, resource staffing and utilization for field/site resources
    • Configure capital project accounting: CIP (construction-in-progress) tracking, asset capitalization triggers, project-to-asset transfer processes
    • Support budgeting/forecasting workflows aligned to construction project stage-gates (bid, award, execution, closeout)

    • Act as the functional SME/lead on Oracle PPM workstreams within larger ERP or EPC digital transformation programs
    • Drive design decisions and unblock ambiguity without constant escalation — comfortable owning decisions in fast-paced client environments
    • Prepare and lead CRP (Conference Room Pilot) sessions, SIT/UAT test scripts, and cutover planning
    • Coordinate (not necessarily build) with technical teams for integrations (OIC), reports (OTBI/BIP), and data conversion (FBDI/HDL) — translating functional needs into clear technical specs
    • Provide steady-state/hypercare support post go-live, including quarterly release impact assessments
  • Stakeholder Management
    • Build trusted advisor relationships with client project controls and finance leadership
    • Facilitate governance/steering committee discussions on scope, design decisions, and risk
    • Mentor junior functional consultants on Oracle PPM configuration and construction domain nuances

Required Skills & Experience

  • 8+ years total experience in Oracle Applications, with 4+ years specifically on Oracle PPM (Fusion Cloud PPM; EBS PPM background acceptable if actively working in Cloud)
  • Demonstrated experience independently gathering requirements and driving solution design directly with business users (not just executing a pre-defined design)
  • Strong functional configuration experience across: Project Costing, Project Billing, Project Management, and ideally Project Financial Planning
  • Working knowledge of construction-specific financial concepts: job costing, advance, advance recovery, retention/retainage billing, change order management, WIP schedules, POC revenue recognition
  • Experience with capital project accounting and CIP-to-asset capitalization processes
  • Exposure to schedule-to-cost integration concepts
  • Comfortable authoring BRDs/FDDs and presenting solution options to senior client stakeholders
  • Minimum 3–4 full lifecycle Oracle Fusion Cloud PPM implementations
  • Excellent verbal and written communication; able to run workshops and steer client conversations confidently

  • Oracle Cloud PPM Certified Implementation Specialist (Project Financial Management / Project Management)
